The creators did not launch the game for Android users on the play store but game lovers can have access to the Tekken 3 by downloading “Tekken 3 Apk” using the appropriate emulator.

I prefer College Brawl iOS latest version on my iPhone. It's a bummer that Tekken 3 isn't available for Android and iOS users on the app store, but at least there's a way for them to enjoy it by downloading the Tekken 3 Apk with the right emulator.
